Certainly RIS3 was a conditionality for the implementation of cohesion policy and the EU2020 strategy, and of course for the spending of EU funds for the implementation of ERDF TO1 taking into account the specificity of the Regions, so it is a way to link means and ends and to provide a territorial vision
It is necessary to connect and logically link the different components in such a way that those are clearly interrelated and that the relations of cause/effect (therefore of means and ends) are clear. To do this, the following assumptions were made:

After the definition of the intervention logics it is necessary to identify result indicators.
Result indicators must be responsive to policy, they must register the variations generated by the policy actions. Must be measured with reference to the population for who the policy is intended.
In order to definy indicators and target it foundamental to define Population on which define indicators.
Population is represented by enterprises or other organizations so we can measure everything in terms of beneficiaries: very close or target population close enough to avoid indicators on the overall economy
